Why Lakeland Is Not a Coastal Foundation Problem

Lakeland was first settled in the 1870s and incorporated on 1 January 1885, after Abraham Munn bought 80 acres of what is now downtown in 1882 and platted it in 1884. It sits in Polk County on the I-4 corridor between Tampa and Orlando, and it is a city with its own building department, so the City of Lakeland permits and inspects here rather than the county.

Two numbers set it apart from everything on the coast. The elevation is about 203 feet. And of the 75.30 square miles inside the city limits, 9.01 square miles are water, spread across 38 named lakes, with Lake Parker alone covering 2,550 acres. There is no salt, no seawall, no surge and no tidal influence here. There is a great deal of fresh water, and it is inside the city rather than beside it.

Those lakes are not incidental to the geology. They are an expression of it. Central Florida lake basins commonly occupy karst depressions, formed where acidic groundwater dissolved the limestone below and the sediments above settled or collapsed into the void. The thing that gave Lakeland its name and its character is the same process that can put a void under a house. That is why sinkhole activity has to stay on the differential diagnosis here in a way it simply does not on a barrier island.

The second half of the story is the building stock. Lakeland has six local historic districts, and the eras tell you what you are working on: Munn Park downtown, 1884 to 1946, largely masonry with retail below. Dixieland, 1905 to 1940, roughly 600 lots of Craftsman bungalows in wood, stucco and brick between Lake Hunter and South Florida Avenue. South and East Lake Morton, 1900 to 1942, one and two storey homes on raised foundations with prominent porches. Lake Hunter Terrace, 1924 to 1951, about 65 acres of homes resting on brick piers. Beacon Hill, 1923 to 1945, frame bungalows under a live oak canopy. Biltmore-Cumberland, 1922 to 1953, masonry vernacular with later concrete block.

Read that list again and notice what is missing. Almost none of it is monolithic slab on grade. These are brick piers, raised foundations, wood framing and unreinforced masonry, in a city that grew from 552 people in 1890 to 112,641 in 2020 and is estimated past 125,000 now. A hundred year old house on brick piers does not fail the way a 2006 slab fails, and it cannot be fixed the same way either.

So the first two questions we ask in Lakeland are what the house is standing on, and when it was built. Get those wrong and everything after them is wrong.

A Pier Crew That Only Knows Slabs Will Get This Wrong.

Underpinning a slab is a solved problem. You drive steel to bearing, you transfer the load, you lift if you can. Most of the foundation repair industry in Florida does that and nothing else, because most of Florida is slab on grade.

A house on brick piers is a different animal. The load path runs through piers to girders to joists, and the failure can be in any of them. Sometimes the pier has settled. Sometimes the pier is fine and the sill under it has rotted. Sometimes the floor is sagging because a girder was undersized in 1927 and has simply been creeping ever since, and no amount of underpinning will change that. Crawlspace moisture, poor ventilation and a century of well meant modifications complicate all of it.

Then there is the review. Munn Park, Dixieland, Beacon Hill, Biltmore-Cumberland, Lake Hunter Terrace and the Lake Morton districts are locally designated, and exterior work in them goes through City of Lakeland historic preservation review on top of the building permit. A contractor who has not planned for that adds weeks to your project and sometimes has to undo work.

We inspect the whole load path, say plainly which part is actually failing, and design the repair around the building you own rather than the building the sales script assumes.
